  • The railways sector made significant headway in capacity building and efficiency improvement during 2021-22. Among notable milestones, the Indian Railways (IR) commissioned a total of 2,904 km of new lines/doubling/gauge conversions during 2021-22, its highest ever (excluding DFCs). A record electrification of 6,366 rkm was achieved. Further, IRcrossed the 1,400 mt freight loading mark in 2021-22 for the first time.
  • For 2022-23, IR has received the highest ever total planned capex of Rs 2.45 trillion, 14 per cent higher than that for 2021-22. Much of this capex would go towards expanding, upgrading and modernising the IR network. The creation and expansion of dedicated freight corridors (DFC), high-speed rail (HSR) and regional rapid transit systems will bring down the logistics cost considerably besides improving the railways’ load carrying capacity.
  • The Ministry of Railways is looking at three more DFCs in addition to the ongoing eastern and western corridors. New routes and destinations are being planned under HSR networks to make rail travel more competitive vis-à-vis air.
  • The Railway Board has constituted a new arm to oversee the implementation of projects under the PM Gati Shakti Master Plan. The first Gati Shakti cargo terminal was recently commissioned in the Asansol Division of Eastern Railway.
  • Currently, close to 120,000 km of expansion and upgradation works are already in progress. All these projects offer significant investment opportunities for EPC contractors, rolling stock providers, signalling and telecom players, electrification equipment manufacturers, technology providers, consultants, etc.
  • Several opportunities for the private sector will also come up across station redevelopment and upgradation, development of private freight terminals, rail-based logistics parks, multimodal logistics hubs, etc.
  • PPP-based initiatives such as the induction of modern rakes to run passenger trains on select routes are under way. IRis also mulling a plan to monetise assets worth Rs 1.8 trillion.
  • Going forward, with the implementation of 68 “critical” and 58 “supercritical” projects worth over Rs 1.1 trillion slated for completion by 2024, the railway sector will see a quantum jump in infrastructure development. The National Infrastructure Pipeline envisions a total capital investment of Rs 13 trillion in the railway sector during 2020-25. Clearly drafted and legally enforceable contracts as well as speedy dispute resolution would encourage private sector investment.
