  • The maritime sector of every economy is dependent on global trade cycles and India is no exception. Global trade volume has shown signs of a decline, and this is being reflected in reduced seaborne activity, lower shipping rates, etc. The Indian port sector has seen a slow growth as well.
  • The year-on-year growth of Indian port traffic fell to 5.9 per cent in 2018-19 (6.6 per cent in 2017-18). In the current financial year till October 2019, major ports saw a growth of only 0.44 per cent.
  • There are hopes of revival and acceleration of growth driven by increased government support. Coastal and inland water transport(IWT) routes are being promoted in a big way. New areas of growth such as cruise tourism, smart port cities, roll-on, roll-off (ro-ro) etc., are being explored. The long-debated issue of disparities in tariff at major and non-major ports is being seriously looked at.
  • Results are fairly visible. Project award and execution has picked up pace. Major ports’ turnaround and pre-berthing times have reduced. Under Sagarmala,125 capacity augmentation projects worth Rs 315 billion have been completed till September 2019.Cabotage relaxation has led to an increase in transshipment through Indian ports by 20 per cent in 2018-19. Meanwhile, a number of companies have started using coastal shipping and IWT routes for movement of cargo.
  • However, some issues continue to plague the sector. Connectivity still remains the biggest cause for concern for the port sector.Meanwhile, there are still legal and procedural delays as well as issues in terms of land acquisition and clearances affecting project execution. Financing is another key concern.
  • Ports also need to step up their efforts to improve operational efficiency through adoption of new technologies. Smarter and sustainable solutions for developing ports also need to be explored. Ports also need deeper draught levels, better hinterland connectivity and improved customer and user service.
  • The mission of the conference is to analyse the key trends and developments in the port sector, discuss the impact and progress under key government programmes, and showcase the best practices of ports and the new initiatives being taken by them. It will also highlight the new and emerging technologies and solutions, as well as examine the potential opportunities and challenges.
