  • India’s natural gas consumption received a major blow owing to the outbreak of the Covid-19 pandemic. However, since the first quarter of 2021-22, gas volumes have witnessed a significant improvement with the easing of lockdown restrictions. As per the International Energy Agency (IEA) estimates, India’s gas consumption will rise 4.5 per cent while global demand will rebound by 3.6 per cent in 2021.
  • By 2030, the demand for natural gas will be roughly double that of 2020 levels. Moreover, reliance on imports, which already supply 50 per cent of gas consumption, is expected to reach 70 per cent by 2030.
  • This will require an enormous ramp up of infrastructure. LNG terminal capacity to land gas cargoes is expected to expand from the current 42 mtpa to 65 mtpa. About 16,000 km of gas transmission pipelines are at various stages of development.
  • Apart from imports, government policy is focussed on improving domestic exploration and production. It is encouraging investments in this area by clearing the induction of 100 per cent FDI in segments such as natural gas, petroleum products and refineries. It has rebooted the exploration policy norms with the new HELP and Open Access Licensing Policy. The government has also launched the E&P Action Plan 2023-24 to attain a production level of 50 bcm of gas by the financial year 2024. Moreover, the Indian Gas Exchange has started discovering gas pricing for India that will help create a benchmark for the Indian gas market.
  • Besides, the city gas distribution network is rapidly expanding. 136 new geographical areas involving 8,000 CNG stations and 35 million PNG connections are being developed.
  • Meanwhile, the pandemic has accelerated the shift towards digital technologies at all levels of the operation cycle. The use of advanced technologies such as artificial intelligence, deployment of sensors and increased automation can help gas companies in reducing operational costs and improving safety.
  • In the next two to three years, there will be enormous opportunity across every segment in the natural gas value-chain from upstream E&P, to the servicing of CGD customers downstream. Most of the policy changes have been welcomed as proactive by stakeholders and potential investors. However, issues such as dwindling domestic production and the slow growth of the pipeline network need immediate attention of policymakers. Gas also needs to be brought under the ambit of GST, and the current pricing formula may need a review.
