• Construction accounts for about 50 to 60 per cent of the total project cost of a railway project. Construction activity in the railway sector has picked up pace over the past few years. Between 2018 and 2030, IR plans to invest about Rs 50 trillion on network expansion and decongestion works. Big-ticket projects such as the dedicated freight corridor project, station redevelopment programme, Mumbai-Ahmedabad high speed rail project and Delhi-Meerut regional rapid transit system are expected to play a pivotal role in accelerating construction activity.
• In the past few years, there has been a sea change in the scale and scope of projects being implemented. A number of landmark and challenging rail construction projects are under execution. These include the 325 km long Jammu-Udhampur-Baramulla railway project, the 111 km Jiribam-Tupul-Imphal new broad gauge railway project, the 508 km Mumbai-Ahmedabad high speed rail and the 465 km Bilaspur-Manali-Leh broad gauge line.
• New and advanced methods and techniques are increasingly being deployed for the construction of tracks, bridges and rail tunnels. Further, there is a growing focus on deploying innovative tools and devices such as the aerial LiDAR topographic survey technique, 09-3X dynamic tamping express machines for track maintenance, and GIS-based land asset management system for monitoring project implementation. New materials are also being deployed to improve the durability and strength of railway systems
• Going forward, with IR targeting to commission about 1,772 km of new lines, 6,189 km of line doubling or tripling, 1,357 km of gauge conversion and electrification of 10,391 km of rail lines in 2019-20, network capacity will be significantly enhanced. However, to ensure that this happens, key issues such as procedural delays and financial instability need to be addressed by policymakers in a time-bound manner.
