Trends and Requirements; Technologies and Best Practices
- The concept of smart and sustainable roads has gained relevance today with increasing focus on lifecycle cost management and environment-friendly construction.
- Plastic waste in bituminous pavement, self-healing concrete and stone matrix asphalt technology offer advantages such as higher durability and stability.
- The government is also encouraging the use of non-conventional materials such as cold mix asphalt, geo-textiles, fly ash, iron and copper slag, and plastic waste in road construction.
- Further, there is an emphasis on energy conservation. As a result rainwater harvesting and solar lighting are gaining traction. In a notable development, the Global Green Growth Institute (GGGI) is supporting the development of a 250 MW solar PV plant for Maharashtra State Road Development Corporation along a 700-km stretch of highway connecting Mumbai with Nagpur.
- In addition to making roads sustainable, there is a parallel focus on making roads smarter. Advanced technologies includingintelligent traffic management system, electronic tolling, project monitoring information system and wireless sensors are being deployed on national highways. The Eastern Peripheral Expressway is India’s first smart highway with highway traffic management system (HTMS) and video incident detection system (VIDS).
- With road safety being one of the key priorities, the government is promoting the application of artificial intelligence for enforcement of lane discipline on national highways, identification of the pattern of accidents on black spots, forensic post-crash investigations, etc. A pilot project, Intelligent Solutions for Road Safety through Technology and Engineering (iRASTE), is being implemented in Nagpur to tackle the problem of road accidents.
- The creation of sustainable and smart roads will provide significant opportunities to technology solution providers, solar energy developers, construction material providers, etc.
- The mission of this conference is to discuss the emerging trends in the building and construction of smart and sustainable roads, identify the risks and challenges, and highlight the upcoming opportunities for various stakeholders. OPERATION & MAINTENANCE OF ROADS
- India has the second largest road network in the world. This creates a huge potential for operation and maintenance (O&M) of roads and highways. Further, the increasing traffic loads on highways necessitates timely O&M to avoid deterioration of pavements.
- In 2020, the National Highways Authority of India (NHAI) devised a corridor rating and ranking system for performance evaluation and identification of problems on national highways. Highway rating has been completed for over 18,000 km of four/six- lane national highways. Further, the NHAI has made the use of drones mandatory for recording development, construction and O&M of all national highways.
- There are few players in the organised market for highway O&M. Last year, Adani Road Transport entered this space by incorporating a wholly-owned subsidiary, Adani Road O&M Limited.
- However, models such as hybrid- annuity and toll-operate-transfer require professional players for O&M of road assets, thus creating demand for O&M companies. Operational BOT assets being acquired by private equity investors also require O&M services, presenting significant opportunities for specialised players, technology providers, and material and equipment suppliers in the future.
- That said, the budgetary allocation for the maintenance and repair of NHs remains low. This is hindering the routine O&M activities.
