  • The downturn in India’s 45 GW hydro power market may finally be over.
  • The cabinet’s approval for a national hydro power policy, in early 2019, gave the much-needed impetus to the segment, which had been battling multiple weaknesses for several years including a slowdown in capacity addition (140 MW in FY19 vis-a-vis a target of 840 MW), a declining share in the energy mix (at 10 per cent of generation in FY19), limited private participation, and time and cost overruns (for almost the entire 12 GW capacity under execution).
  • At the heart of the new policy is the decision to categorise large hydro power projects as renewable energy sources. Among other things, this is expected to enable developers to access low cost and long-term finance for projects. The government has also notified that it would provide separate hydro power obligation (HPO) targets within the non-solar renewable purchase obligation category, which is expected to reduce the overall cost of power procurement for discoms
  • Further, measures have been proposed for tariff rationalisation, allowing back-loading of tariff after increasing the project life to 40 years and increasing the debt repayment period to 18 years. The cost of enabling infrastructure and flood moderation has been proposed to be given as grant by the MoP.
  • Apart from the new policy, there have been some encouraging developments in the past one year with regard to stranded hydro projects in hydro-rich states such as Arunachal Pradesh, Jammu & Kashmir, Sikkim and Uttarakhand.
  • The hydro power segment is also witnessing a resurgence of its role in balancing other forms of renewables generation. Pumped storage plants are being recognised as one of the largest forms of storage available at a competitive cost. Regulatory measures are being taken to leverage the benefits of flexibility and fast response provided by storage and pondage hydro. A pilot project for fast response ancillary services (FRAS), covering around 20 central sector hydro generating stations, was concluded in May 2019.
  • Meanwhile, cross-border hydropower development continues to be an important focus area to meet the requirements of the energy-starved South Asian region. A key milestone achieved recently was the commissioning of a 720 MW project under Bhutan’s initiative to generate 10,000 MW of hydropower by 2020, with support from the Indian government. Another 3.5 GW of capacity is being developed in Bhutan, which has a techno-economic potential of 23 GW. Further, India and Nepal are planning to implement an energy banking mechanism for power transactions from the latter’s run-of-the-river hydropower projects.
  • hat said, there are still some issues facing the segment pertaining to free power supply obligations from power projects, and high transmission and wheeling charges, which impact the cost of power from these projects.
  • Given that hydro is one of the oldest forms of energy, ageing infrastructure and mature assets is another challenge faced by power plant operators. Efficient O&M strategies that can manage issues such as high outages, performance losses, sediment erosion, etc. despite financial and resource constraints are of high relevance to the industry. There is also growing awareness and uptake of digital systems such as SCADA and digital governors as well as analytical tools in the industry.
